Data Elements: 3.08 Disabling Condition

Data Element

A disabling condition is one or more of the following:

  • A physical, mental, or emotional impairment, including an impairment caused by alcohol or drug abuse, post-traumatic stress disorder or brain injury that:
    • Is expected to be long – continuing or of indefinite duration
    • Substantially impedes the individual’s ability to live independent AND
    • Could be improved by the provision of more suitable housing conditions.
  • A developmental disability, as defined in section 102 of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (42 U.S.C. 15002); or
  • The disease of acquired immunodeficiency syndrome (AIDS) or any condition arising from the etiologic agency for acquired immunodeficiency syndrome (HIV).

A veteran who is disabled by an injury or illness that was incurred or aggravated during active military service and whose disability meets the disability definition defined in Section 223 of the Social Security Act.

Data Element Type

3.08 Disabling Condition is a Universal Data Element (HUD).

Collection Point

3.08 Disabling Condition is collected at project entry and is entered when a client record is created in HMIS (Homeless Management Information Systems). This data element is updated as necessary to reflect any updates on new conditions during the project enrollment.

Why It Matters

This data element is to be used with other information to identify whether a client meets the criteria for experiencing chronic homelessness. If this information is missing, it may result in the client not being eligible for Permanent Housing. If this information is missing, it may result in the client not being included in aggregate information which would give an incomplete report on the people experiencing homelessness in the community.

Data Quality

The Data Quality Performance Scorecard looks for missing information and will flag as an error if information is missing or the response is Data Not Collected. Review Disabling Condition gateway AND HUD Verification table information and enter/update value(s) as necessary on Project Start, Interim or Exit Assessment.
