Policies and Procedures: What Are The Access Restrictions for HMIS?

The AKHMIS (Alaska Homeless Management Information System) contains confidential client data. To maintain privacy and security, controls have been implemented to ensure end users have the level of access necessary to fulfill their job duties. All other access is restricted.

Authorized end users are granted access to shared data within AKHMIS, and to unshared data within projects at their own organization. End users are only given access to the projects as is required to complete their job duties.

Read-only user licenses are not allowed for AKHMIS. AKHMIS end user licenses are assigned to users whose job duties fit one or more AKHMIS User Levels, in alignment with the Alaska CoC Statewide Privacy Policy.

End users may be granted access to projects outside of their own organization through a Coordinated Services Agreement (CSA). For example, if one organization is assisting another organization in data entry, a signed CSA allows a specific end user to access the project for data entry.
