Policies and Procedures: What are the AKHMIS Participation Agreements?

Organizations who wish to participate in AKHMIS must sign agreements relevant to their participation. 

Organizations who participate in case conferencing or other similar coordination of client services must have their Executive Director or equivalent authorized signer sign the Alaska CoC (Continuum of Care) Statewide Interorganizational Data Sharing and Coordinated Services Agreement (IDSA). This agreement allows access to AKHMIS data as is needed to coordinate services, even if the organization does not have direct access to AKHMIS and does not enter data into AKHMIS. When this agreement is signed, the organization becomes a Covered Homeless Organization (CHO) under the AKHMIS Policies & Procedures.

Organizations who enter data into AKHMIS must sign the interorganizational agreement (above), plus the AKHMIS Organization Partnership Agreement (OPA). This agreement must be signed annually by the Executive Director or equivalent authorized signer.

The AKHMIS End User Agreement details user policies and responsibilities and is signed by each authorized end user annually.

The AKHMIS Coordinated Services Agreement (CSA) allows a specific AKHMIS end user to   enter client data on behalf of another specifically named Covered Homeless Organization (CHO)( and / or to report on behalf of the specifically named CHO. If a CSA is needed, it is signed by the Executive Director or equivalent authorized signer of each of the two CHOs.
