Data Elements: 3.16 Client Location / Enrollment CoC

Data Element

Enrollment CoC (formerly known as Client Location) is based on the Continuum of Care location in which a service is being provided. In Anchorage, the Enrollment CoC is AK 500 Anchorage. In Alaskan communities other than Anchorage, the Enrollment CoC is AK 501 Alaska Balance of State.

Data Element Type

3.16 Enrollment CoC is a Universal Date Element (HUD).

Collection Point

3.16 Enrollment CoC is collected at project entry and is entered Project Start Assessment is created in HMIS (Homeless Management Information Systems).

Why It Matters

Clients will NOT be included into federal reporting and will NOT be included in APR (Annual Performance Report), LSA (Longitudinal System Analysis), SPM (System Performance Measures), or PIT (POINT IN TIME) reports when 3.16 Enrollment is missing or has an error in Enrollment CoC.

Data Quality

The Data Completeness Report compares the CoC identified in the Project set-up to the answer given on the Project Start Assessment. It is flagged as an error if it is missing OR if it does not match the project’s location.

To correct: enter value, if known OR update the value to match the project’s CoC on the Project Start Assessment.
