Data Elements: 3.11 Project Exit Date

Data Element

Record the month, day, and year of the last day of occupancy or service. For each client's enrollment in a project, there should only be one Project Exit Date.

The 3.10 Project Exit Date for each project type is as follows:

Site-based residential project and Entry/Exit emergency shelters: this date represents the last day of a continuous stay in the project.

Night-by-Night emergency shelter: the exit date should be the day after the last recorded bed night.

Tenant-based permanent housing projects: the exit date should be the last day the client receives rental assistance or supportive services or is provided rental assistance.

Street Outreach and Services Only: the exit date is the last day a service was provided or the last date of a period of ongoing services.

Each individual client in a household will have their own Project Exit date. If one member of the household leaves the project before the rest of the household, that leaver’s exit date should reflect the actual day that the client left the project.

3.11 Project Exit Date is a Universal Data Element (HUD).

Collection Point

3.11 Project End Date is collected at project exit and is entered in HMIS (Homeless Management Information Systems) as part of the Project Exit process. 

Why It Matters

If the Project Exit Date is incorrect or missing, it will affect the individual’s length of stay in the project. The Project Exit Date is necessary to calculate and report on time spent participating in a project, and for accurate client counts at a point in time. This data element affects all Federal System Performance Measures (SPMs).

Data Quality

This data element will be flagged on the Data Completeness Report if the Project Exit Date was entered before the date had occurred.

The Shelter Exits Needed Report identifies clients who need to be exited from the shelter project because they have not been at the shelter for an identified number of days.

The Street Outreach Status Report identifies clients that need to be exited from Street Outreach projects for no contact in 90 days.

Verify if accurate; if it is not, correct the date on the Project Exit Assessment,

Changing the date may change the information valid on that date – review entire Entry record after the date is changed to ensure all data are accurate as of the new date.

For Street Outreach Status Report corrections, the client should be exited from the project on the last date of contact identified in the report.
